He is the president of Okonogi gardening, and can occasionally be seen doing pruning at the Hinamizawa branch school. He isn't a bad person at heart, however his tough face is often whined about by students

In Higurashi Kai Minagoroshi-hen:

Okonogi is actually the leader of the Mountain Dogs, a secret counter-intelligence force allied with the Irie clinic that are responsible for many of the conspiracies and coverups that plague Hinamizawa's history, and use Okonogi gardening as a cover. Okonogi longs for combat and will even disobey orders to actively seek out fights with anyone he believes can satisfy him. Although Okonogi gardening is a cover, Okonogi himself does seem to genuinely enjoy gardening

He is the president of a company who has ties with Rudolf's and Hideyoshi's companies.
